Guidelines on Sanctions for Violations of Library Regulations
Enacted on February 21, 2024
Chapter 1: General Provisions
Article 1 (Purpose) The purpose of these guidelines is to specify the details of sanctions for violations of the library usage regulations in accordance with Article 24, Paragraph 5 of the Library Operations Regulations.
Article 2 (Scope of Application) These guidelines apply to all users of the library.
Chapter 2: Sanctions
Article 3 (Violation of Entry Rules)
- Lending or transferring one's library access card or account to another person is prohibited.
- Allowing entry to unauthorized persons is prohibited.
- Using the library for commercial purposes other than reading is prohibited.
- Unauthorized entry into restricted areas is prohibited.
- In the case of violations of items 1 to 4, a verbal warning will be issued upon the first detection, entry may be suspended for 10 days upon the second detection, and for 30 days upon the third or subsequent detections, with possible referral to the violator’s department (institution) for guidance. For external users, entry can be suspended due to disruption of operations.
Article 4 (Unauthorized Removal of Materials)
- Unauthorized removal of library materials without checking them out is prohibited.
- In the case of a violation of item 1, borrowing privileges may be suspended for six months upon the first detection, with an additional six-month suspension after the first suspension period ends upon the second detection, and referral to the violator’s department (institution) for guidance. For external users, theft charges can be filed with relevant authorities.
Article 5 (Loss and Damage of Materials)
- Library materials should not be lost or damaged.
- In the case of a violation of item 1, restitution can be demanded as follows:
- Replacement with a new copy of the same material.
- If a new copy is not available, replacement with a used book, the latest edition, or another edition.
- For single-volume materials whose price cannot be determined, restitution is calculated at 150 KRW per page for domestic publications and 1,500 KRW per page for foreign publications.
- For DVDs whose price cannot be determined, restitution is set at 30,000 KRW per item.
- Deliberate damage or defacement of library materials is prohibited.
- In the case of a violation of item 3, borrowing privileges may be suspended for six months.
Article 6 (Damage, Theft of Facilities and Equipment)
- Intentional damage to or wrongful acquisition of library facilities or equipment is prohibited.
- In the case of a violation of item 1, sanctions can be imposed based on the intent and level of damage, ranging from a verbal warning and correction of the issue, to usage restrictions, restitution for damages, and application of the university’s disciplinary regulations (Article 8, Paragraph 4 of the Regulations on Student Rewards and Discipline). For external users, charges of business obstruction and theft can be filed with relevant authorities.
Article 7 (Violation of Seat Reservation Policy)
- Unauthorized use of reserved seating areas in the library is prohibited.
- Falsely tagging access cards at the entrance is prohibited.
- Falsely listing accompanying users for group study room use is prohibited.
- Engaging in actions that harm the operation of the seat reservation system is prohibited.
- In the case of violations of items 1 to 4, a verbal warning and notification of the sanctions guidelines will be issued upon the first detection, entry may be suspended for 10 days upon the second detection, and for 30 days upon the third or subsequent detections, with possible referral to the violator’s department (institution) for guidance.
Article 8 (Abandonment of Personal Belongings)
- Long-term abandonment of personal belongings in the library is prohibited.
- In the case of a violation of item 1, the following actions can be taken:
- Up to two written warnings for long-term abandoned items, with collection on the third instance.
- Collected items will be posted as lost property with POVIS and stored for 7 days.
- Unclaimed items, after the storage period, will be handed over to the police station if they are valuable or electronic devices, or disposed of after 3 months of storage for clothing and miscellaneous items.
Article 9 (Prohibition of Eating)
- Bringing in and consuming food is prohibited in areas of the library not designated for eating.
- Even in designated areas, consuming delivery food or food that generates waste or has a strong odor is prohibited.
- In the case of violations of items 1 and 2, a verbal warning and, depending on the severity, expulsion may be enforced upon the first detection, entry may be suspended for 10 days upon the second detection, and for 30 days upon the third or subsequent detections, with possible referral to the violator’s department (institution) for guidance.
Article 10 (Parking Violations)
- Violations of parking order in the library parking lot, such as obstructing traffic, long-term parking, car washing, or using electricity, are prohibited.
- In the case of a violation of item 1, a verbal warning and a violation sticker will be issued upon the first detection, and the vehicle may be towed in cooperation with relevant authorities upon the second detection.
Article 11 (Other Disruptive Behaviors)
- Loud noises, use of keyboards outside designated areas, and other actions that cause noise in the library are prohibited.
- Posting or distributing materials without the permission of the university or library, or outside designated areas, is prohibited.
- Smoking within the library building is prohibited.
- In the case of violations of items 1 to 3, a verbal warning and corrective instruction can be issued.
- Using computers for purposes other than information search or study as designated is prohibited.
- Religious proselytizing, commercial, or profitable activities without permission in the library are prohibited.
- In the case of violations of items 5 and 6, a verbal warning and corrective instruction will be issued upon the first detection, and entry may be suspended upon the second detection.
- Engaging in public indecency is prohibited.
- Threatening the safety of other users or stealing their belongings is prohibited.
- In the case of violations of items 8 and 9, measures can be taken in accordance with Article 8, Paragraph 4 of the Regulations on Student Rewards and Discipline, including referral to relevant authorities and suspension of entry.
Supplementary Provisions
- These guidelines will be enacted and come into effect on February 21, 2024.
